In 2023, Laayoune is the capital of the Laâyoune-Sakia El Hamra region administered by Morocco, it is still under the supervision of MINURSO, a UN mission. The town is located south of the dry river of Saguia el-Hamra, where the old lower town constructed by Spanish colonists is located.
Laayoune (also El-Aaiun, El-Ayoun, al-Ayun) is both the largest city in Western Sahara and the capital of one of the three provinces that Morocco established in the territory. The discovery of potable water at the site resulted in the establishment of a Spanish military garrison in 1938, marking the beginning of the town.
One of the most ambitious projects in Laâyoune is the construction of the Mohammed VI Polytechnic University (UM6P) campus as part of the Foum El Oued Technopole. Launched in 2025, this 600-hectare development, with an investment of nearly 2 billion dirhams, is a game-changer for education and innovation in the region.
In 2025, the Port of Laâyoune is undergoing upgrades to handle increased cargo and support the fishing industry, a cornerstone of the local economy. These improvements include deeper berths, modernized facilities, and enhanced logistics systems to streamline exports of fish and phosphate, a key resource in the region.
